As founder of Richard C. Lambert Consultants, LLC and RCL Architecture, LLC, Richard Lambert has developed diverse experience in many engineering disciplines including a solid foundation in all aspects of Construction Management. Mr. Lambert performed the Planning, Design, and Construction Administration of major public projects and contracts producing them on time and in a manner that has resulted in litigation-free public bidding and the successful completion of many diverse public projects. Mr. Lambert has been able to resolve disputes with public contractors in a way acceptable to all parties and has dedicated himself to the interests of his clients.
Franz J. Zemmer, PE, CFM
Partner, Manager-Design
Mr. Zemmer is a NEPA Certified Engineer, Certified Floodplain Manager, an ATSSA Traffic Control Design Specialist and Licensed in the State of Louisiana as a Civil Engineer. Projects include large parking lots, major roadways, subdivisions, utility improvements and regional utility studies. As the design manager for an Architectural/Engineering firm, Mr. Zemmer is also uniquely qualified to accommodate the special design parameters associated with sitework improvements while maintaining the necessary highway safety standards.
Loyd E. Luton, PE
Manager – Construction Services
Mr. Luton has been with the Firm for 18 years and has extensive experience in the administration and inspection of construction contracts. His knowledge of construction operations gives RCLC the benefit of expert quality assurance.

Paul F. Dimitrios, AIA, NCARB
Senior Project Architect
Mr. Dimitrios has been the designer for some of RCLA’s most significant recent projects. He brings a wealth of design skills and excellent project organizational skills to the team. He has been assigned to the RCLA professional team working on recent restoration projects at the New Orleans Lakefront Airport and several projects in St. Tammany Parish.
