Mr. Payne has over 24 years of Construction Engineering and Inspection (CE&I) experience consisting of over 20 years bridge construction experience, NEPA Certified Engineer, an ATSSA Traffic Control Supervisor, and Licensed in the State of Louisiana as a Civil Engineer. Mr. Payne has provided construction engineering and inspection for projects that include major roadways and bridges, interstate construction, utility improvements and relocation projects. Mr. Payne has also been the lead design engineer on many wastewater projects and lead project manager for large scale environmental assessment (EA) and Environmental Impact Statement (EIS) public projects.
